Looks like laravel/framework is no longer updatable, so this is no longer needed.

Not sure why dependabot thinks this is no longer updatable.

I notice that v10.48.x and earlier versions of laravel/framework have security advisories according to packagist.org. There are v10.49.x and v10.50.x versions available without security advisories.

We should look into this manually. Reopening for visibility.
