[SYCL] Update UNSUPPORTED tests 3#22235

1. Some of these tests are disabled intentionally, update and remove from the list. 2. Some of them were disabled a long time ago (there are tests disabled for 5 years already!). Try to enable them and then consider to keep/remove. 3. Some were disabled due to bugs. Try to enable and report if the tests are still failing.

@intel/sycl-matrix-reviewers these tests pass on Arc. Were they disabled by accident or they don't work as expected? (I'm going to enable them). I guess the rest won't be supported on DG2 ever? Should I mark them as |
