Adds .github/workflows/tests.yml to run the unittest suite on Ubuntu across Python 3.10-3.14. Linting continues to be handled by pre-commit.ci. Bumps pyupgrade target from py36-plus to py310-plus and applies the resulting rewrites: typing.Dict/List/Optional/Tuple -> PEP 585/604 syntax, and removal of now-unused typing imports.
