Adds a copy of the flutter/packages release action, modified for the Dart-based configuration of this repository. Also standardizes indentation in all GA files to two spaces, so that it's both consistent within the repo, and consistent with flutter/packages.

I don't know of any way to actually test this other than releasing in CI, so once this lands I'll set up a PR to release vector_math from here, and iterate on any failures. |
