The NOTIFY-based instant-collect trigger fired the collection request from
cf-hubthe moment its owncf-serverdsaw the new host, which happens during the client's policy fetch - well before the client has finished bootstrap and itscf-serverdis bound to 5308. The resulting early collection either failed (ECONNREFUSED) or returned empty report data, showing up as "0 hosts" in Mission Portal until the next scheduled poll.Same revert is going up in nova.
