Pin every third-party action to an immutable SHA (commit pinning is what Dependabot can actually patch meaningfully, and it closes the rewrite-a-tag supply-chain vector). Tags kept as trailing comments for human readability. Generated with `ghactor pin` against @kdairatchi/ghactor.
