Works on opengl/metal, not sure about DX, and vulkan rendering is currently broken for me on android, will try to debug it later

I installed windows on arm VM and built x64 debug binary, and confimed that this texture format works. I think this is good enough to merge now!
Sadly android/vulkan target is too complicated for me to fix, but since its broken on default project sample, this is out of scope there.
