Bugfix for unloaded vessels not establishing a kOS connection when RT signal delay is enabled.

  • Delay GetSignalDelayToSatellite broken, should return higher of GetShortestSignalDelay for each vessel

This was previously merged into develop, (#3143) but as a bugfix I thought it should go into master.

Master reflects the current release, so things are first merged into develop so that a pre-release build can be made and tested with all the PRs that have been pulled in, when testing is done develop is merged into master and a release occurs.

Okay thanks. Is there a schedule for when a pre-release build will be compiled and made available for testers on ckan?

Availability on CKAN is a CKAN thing and I don't know there process or when they rescan things but it isn't something we control. You can always download it manually and manually install.
