Pin openssl on hercules and orion to a version close to that of the system version

Description

Pin openssl on hercules and orion to a version close to that of the system version.

This results in SSL_get0_<var> symbols resolving to SSL_get0_<var>@OPENSSL_3.0.0 which is what applications expect to find when linking with openssl libraries on MSU hosts.
