What does this PR do? What is the motivation?
Fixes CRED-2713
Now that Personal Access Tokens (PATs) and Service Access Tokens (SATs) are generally available, this updates the page callouts to announce them as new rather than in Preview:
account_management/personal-access-tokens.mdaccount_management/service-access-tokens.mdEach "Join the Preview!" callout is replaced with a "New: ..." callout stating the feature is now generally available, following the existing
header="New: ..."pattern used elsewhere in the docs.Merge instructions
