Ran locally and works great. Changes reflected on the frontend too

Legacy Generator Changes
Problem
Naming was inconsistent throughout the top level indexes because of logic.
Solution
Changed the logic so that we use abbreviations throughout.
Result
All top level indexes (codegov.json / legacy-codegov.json) now use abbreviations staying consistent.

Run the python script using
