This adds a new ConfidentialComputing tools folder containing the CvmImageBuilder script. The script can be used to create a Hyper-V vhdx file that uses measured boot and dm-verity to preserve boot integrity, allowing this to be verified by remote attestation. This is suitable for use in Confidential VMs.

The virtual machine images that are generated are suitable for use in Confidential VMs on Azure.
