Add colour to `ast.dump` output

Note that ast.dump is a string, so I wouldn't add colors to it. What if someone wants to parse it?

I added a color parameter to enable the color.

I just don't want it to be enabled for that function. Only add it to the CLI, not to the dumper itself. We don't want json.dump to create colorized strings.

And it isn't by default, you have to set color=True.

I actually thought we could have just the CLI changed but since you get only a string you won't be able to just alter the CLI so ok for the additional parameter. See the PR for more comments.
