Creating a Virtual Challenge with a geojson file includes tasks outside the defined polygon

What happened?

I created a Virtual Challenge (VC) using this geojson file to define a boundary, and I observed the following:

• the VC included tasks from outside the polygon
• the number of tasks estimated during the creation process differed (significantly) from the tasks available in the actual VC
• creating a VC using the lasso tool works as expected.

This behavior was noticed in the course of testing issues related to #2800 , and may, or may not be related to the original ticket.

Additional details:

During the creation process of this VC, the modal box reported that it found "235 tasks" in the area.

After it was created, I reviewed the available tasks from the new VC, and discovered that there are tasks outside the boundary, and reported a much bigger number of tasks: 3,529:

Steps to reproduce

Follow the creation process as usual:

1. Select a challenge to use as base for your Virtual Challenge. I used this
2. Use a polygon to define the boundary of the area you wish to cover in the VC. I used this one.
3. Complete the VC creation process.
