Add use of ScalarType / FP to Coding Guidelines

Provide a description of requested documentation changes.

Currently, the coding guidelines do not mention ScalarType or FP at all. We should add that those should be used instead of, e.g. double and clarify when to use ScalarType and when to use FP.
