Cant connect to mother board

Hi,

I have installed pip but when I load the software it doesnt recognise the file syntax - do i have to update for python 3?

I cant seem to get the mother board to read/write out. Sign comes on, says ok but presumably needs code to run. Can you please look at the attached picture and tell me if if require any more jumpers or if the missing chipsets on the left are required?
