Subject: [PATCH] fix: correct 'Disclamer' to 'Disclaimer' in LICENSE header

Per reviewer feedback, the RBIL license original text ('contributers')
is intentionally left unchanged.

Only the header '# Original Ralf Brown's Interrupt List Disclamer'
is corrected to 'Disclaimer' since this header was added by the
repo maintainers and is not part of the original RBIL license.
