[TASK] Update information to reflect payment processed via RAMP

The information is inconsistent with our new system which uses Ramp.

We need to outline that process.

	## How payment is handled
	### WISE
	You can request payment via Wise. This payment type is limited in all countries.
	Wise Payments require the following information:
	* email address or username associated with the account
	### PayPal
	You can request payment via paypal. This is often the fastest way to recieve reimbursement but is limited in some countries.
	PayPal Payments require the following information:
	* email address or username connected to the PayPal account
	### Direct payment
	Direct payment is the preferred method. You can request an invoice to be paid by Black Python Devs. This is great when payment can be handled via wire transfer.
	All wire transfers require the following information:
	* account name
	* home address
	* address of their bank
	* SWIFT code of their bank (if applicable)
	* currency of their account
	### Member pays and is reimbursed
	Ensure you get approval before paying out of pocket.
	If you've been approved for an out-of-pocket purchase, you need to request a copy of the reimbursement form from `leadership@blackpythondevs.com`. Fill out the form and send it to `leadership@blackpythondevs.com`.

Key Changes:

1. Transfers are done via ramp UNLESS payment via Ramp's transfers are not possible (country restrictions), then Payment via PayPal or through a trusted third-party is required.
2. Mention that receipts are required for all reimbursements and will be sent to valid persons as determined
